An Okanagan Charter Implementation Toolkit
Grounded in Canadian Medical Education
Developed through the Culture of Academic Medicine Initiative (CAMI), an initiative of the Association of Faculties of Medicine of Canada (AFMC), this toolkit supports learners, faculty, staff, physicians, and institutional leaders in translating the Okanagan Charter’s principles into meaningful action.
Grounded in a whole-system approach to wellbeing, the toolkit focuses on the policies, environments, cultures, services, and practices that shape everyday experiences in medical education and healthcare settings.
A Flexible Resource
The toolkit is flexible and non-prescriptive. Users are encouraged to engage with sections most relevant to their role, context, and priorities, whether beginning this work or building on existing efforts.
By supporting reflection, collaboration, and continuous improvement, this toolkit aims to advance respectful, inclusive, and sustainable academic medicine environments across Canada.

A Note on Language and Terminology
Care has been taken throughout this Toolkit to use language that is respectful, inclusive, and decolonized. We have intentionally avoided terms that are rooted in extractive or exclusionary traditions, or that carry associations with past or ongoing harms. We also recognize that terminology varies across institutions, disciplines, and regions (for example, EDIA vs. EDIB, or other frameworks), and that the language of wellbeing, equity, and inclusion will continue to evolve as scholarship and practice progress.
While we have consulted with various individuals in the development of this material, and while we have made every effort to ensure that our language is appropriate, accessible, and inclusive, we acknowledge that this work is not, and cannot be, perfect. Language is living, contextual, and shaped by experience. We therefore invite readers to share feedback and let us know if there are words or terms that could be improved, updated, or better reflect the communities and contexts in which this Toolkit is used.

This toolkit is framed as a health promotion organizational resource, not as a prescriptive guide.
This toolkit is intended to support health-promoting learning and work environments across Canadian Faculties of Medicine. Institutions should apply the guidance in accordance with applicable legislation, collective agreements, accreditation standards, professional obligations, and local policies within their jurisdiction.
Many existing tools and resources informed the development of this toolkit. Where suitable resources were available, they have been referenced throughout. In some cases, new tools were created to address gaps, align with the Okanagan Charter framework, and support practical implementation within the unique context of Canadian Faculties of Medicine. These tools are intended to complement existing resources and can be adapted for local use.
